It was financed, run and edited by a group of Jawi Peranakkan (local born Indian Muslims). With the aim to give its readers the latest local and foreign news, it appeared every Monday with news of events, government notices, some advertisements, an editorial and syair (poetry corner). Besides discussing the weakness of the Malay community, it was also the first Malay newspaper to criticise British colonial policy. It was a landmark publication as it was the first Malay newspaper to be wholly owned, financed, written and managed by Malays. The birth of Utusan Melayu was a pivotal moment for political organisation Kesatuan Melayu Singapura (Singapore Malay Union) as it marked the revival and progress of Malays as a bangsa (“nation” or “race”). Utusan Melayu was established not to rival other newspapers but to serve the bangsa, agama (“religion”) and watan (“country” or “birthplace”) of Malays. It was towards the turn of the century that the various dialectal communities within the Chinese Catholic Mission became sufficiently large enough to form separate parishes of their own. They constituted a growth strategy that led to the creation of a localised and “Asianised” church. To achieve this, the church had to organise its various communities along the lines of language and ethnicity, and give them a place of their own to congregate and erect their communal social institutions. Although the pioneering Chinese parishes at Bukit Timah, Serangoon and in town were partly constituted by Chinese Christians from various dialect groups, they were nevertheless designated Teochew parishes, as the main body of the Chinese Christians were Teochews.","table_of_contents":"Conceiving ethnic-dialectal communities -- In retrospect -- Endnotes.","subject_lcsh":"Catholic Church--Missions--Singapore|Chinese--Missions--Singapore","subject_singheritage":"Heritage and Culture {18336130}","language":"eng","ispartof_collection":"NLB Collections>>Publications>>BiblioAsia {16180172}|NLB Collections>>Index to Singapore Information {16145204}","nlb_type":"Article {18335714}","rights":"All Rights Reserved. As part of the two-child policy, the government introduced a set of disincentives pertaining to childbirth fees, income tax, maternity leave and prioritisation of public housing allocation aimed at penalising couples who had more than two children from 1 August 1973 onwards. In addition, the government launched an array of family-planning events to garner public support for the policy. This paper discusses the challenge in finding information which is scattered, of varying authority and degrees of accessibility. It examines systematically the issues and difficulties existing in the various types of literary resources on the subject, such as scholarly art publications, art books, museum catalogs, thematic books, biographies, biographical dictionaries, art journals and newspapers, as well as web resources. On the topic of scholarly art publishing, it analyses the challenges and limitations in the production of such works, citing costs, limited market and readership. As for art books, the paper raises the problems of investment returns, quality, scarcity of niche publishers, as well as the shortcomings of museum publications and publicity catalogs. It also examines the challenges of dealing with informational resources such as art journals and newspapers. Firstly, a competent reading knowledge of languages other than English is a prerequisite. Secondly, there is the problem of brevity and cursory treatment of the topic in this type of resources. Significantly, there are difficulties in finding a suitable voice and stable readership for such reports. The paper also discusses the drawbacks of web resources, pointing to the lack of guarantee on accuracy and orderliness. Nevertheless, the Internet remains the best tool for locating information on Southeast Asian contemporary artists. The paper concludes with a discussion on the future of Southeast Asian art writing and publishing and a proposal on how these activities could be sustained. Highlighted also in the paper are various useful titles written on contemporary Southeast Asian art and artists.","table_of_contents":"Who is publishing it? -- Who is reading it? -- The art book -- Books on individual artists -- Thematic books -- Biographical dictionaries -- A 'story' of Southeast Asian contemporary art -- The art journals and newspapers -- Art on the web -- The future of Southeast Asian art writing & publishing.
