Prior to 2013, data covered Student Care Centres operated by Social Service Agency (SSA) that were known to MSF, regardless of whether they were administering SCFA. 2013 data covered Student Care Centres operated by SSA operators that are registered with MSF to administer SCFA (or 'SCFA Administrators'). From 2014, data cover all Student Care Centres operated by commercial and SSA operators that are SCFA Administrators.
