Establishment figures reflect the number of authorised manpower in the Ministries and Organs of State. This does not include the manpower of Statutory Boards, or temporary staff whose employment contracts are shorter than a year. Previously, establishment figures as published by the Ministry of Finance in the Revenue and Expenditure Estimates included the manpower of some Statutory Boards, which are neither part of the Ministry nor funded through the Ministries’ expenditure on manpower. Moving forward, Statutory Boards will report their manpower statistics in their respective annual reports instead, where it is more relevant. Figures for FY1997 to FY2024 are for actual headcount. Figures for FY2025 are for revised establishments. Figures for FY2026 are for budgeted establishments. ‘Number’ refers to figures which exclude Statutory Board manpower. As the manpower of Statutory Boards are no longer included in the Revenue and Expenditure Estimates from FY2026, figures in earlier FYs have been adjusted to similarly exclude Statutory Board manpower, for comparability. ‘Number (archived)’ refers to historical figures up till FY2024 as published in the Revenue and Expenditure Estimates, which include the manpower of some Statutory Boards.
