Designed to reduce traffic congestion in the Central Business District (CBD), the key concept underlying the ALS was that a special supplementary licence had to be obtained at a cost if a motorist wanted to enter the CBD’s restricted zone (RZ). The ALS was the world’s first area licensing scheme when it was launched in Singapore. It was one of a series of stringent measures undertaken by the Singapore government to ease traffic congestion in the city area. Other traffic management measures introduced at that time included the Park-and-Ride scheme and car pooling. | [Area Licensing Scheme] -- Traffic congestion in the CBD -- Addressing the congestion problem -- Concept underlying the ALS -- Launch of the ALS -- Success of the ALS -- Shortcomings of the ALS -- Replacement of the ALS -- Timeline -- References. | Area Licensing Scheme--Singapore|Urban transportation policy--Singapore|City traffic--Singapore | Politics and Government {18336134}|Transportation law {18336582}|Transportation Policy {18336577}|Transportation {18336129}|Law {18486590} | eng | NLB Collections>>Singapore Collection>>Singapore Infopedia {10126}|NLB Collections>>Singapore Collection>>Singapore Infopedia | Article {18335714} | NA | The information on this page and any images that appear here may be used for private research and study purposes only. The service began in 1960 under the NLB’s predecessor, the National Library, and was relaunched as Molly on 3 April 2008 to reach out to people who did not have ready access to public libraries. The first Molly was a refitted SBS Transit bus. A second Molly, with upgraded facilities, was launched on 24 February 2012 to replace the original vehicle, which was retired at the end of 2011. On 8 May 2014, two small mobile libraries known as “mini Mollys” were launched to serve mainly kindergartens and childcare centres in the Housing and Development Board (HDB) estates. | [Molly, the Mobile Library] -- Background -- Relaunching the mobile library service -- References. | NA | Community and Social Services {18486492}|Transportation {18336129} | eng | NLB Collections>>Singapore Collection>>Singapore Infopedia | Article {18335714} | NA | The information on this page and any images that appear here may be used for private research and study purposes only.
